International Transfers

Dear Expat Exchange,

Can someone in Brazil explain to me how the Banco Central do Brasil applies the PTAX on international wire transfers? What is the tax and why do Brazilians have to absorb it?

Are there other costs when making a BRL transfer internationally? (bank costs, wire transfer cost, etc)

If anyone could help clear this up it would be appreciated.
