Colombian Cedula for Spouse?

I did a search and came up empty handed.. I am married to a Colombiana and was wondering if I can get a cedula through marriage because I want to get health insurance before I reach the age where I cannot get it anymore. I am willing to pay for something I will not use just to have it for when I retire there in several years.It is just for me because my wife has herself covered through the Military where she was for 20 + years.. Any info would be appreciated...
