Business VISA TP7

We are in the process of purchasing a small tourism business and have a few legal question some of you might be able to answer:

-it seems the visa we need is the TP7, what is the difference between the NE1?
-what should come first, the purchase of the business or the visa application ?
-any recommendations for a VISA agency?
-any recommendations for a lawyer or Notaire in Santa Marta ?
