Tourist buying a vehicle

I have read a few boards but still am a little fuzzy in exact answers so I decided to ask them here. Am I correct to say that legally an american tourist is able to purchase a used vehicle in Columbia? Can travel with the vehicle throughout and when the final ownership documents are in my hands ship (if I decide to) overseas to USA this vehicle? My thought is if I am able to buy a vehicle I am able to do as I please with it. I have also read something about a cédula de extranjeria card. Isn't this card for someone who wants residency and if so...why would I need one to have if to buy a vehicle? Any help would be great. Thxs much, Dan
