Customs declarations

i have done a lot of research but can't find the answer to some shipping questions. I am only shipping my personal property and nothing is for sale. I understand that you can't bring in more than 6 of the same item or Customs will think you're bringing merchandise for sale. I have about 20 sets of Queen size bed sheets, no duplicates, 4 sets of service for 8 place settings. Does anyone have any info or experience with this kind of situation when moving to Colombia? I have asked the shippers,and the Consulate in Atlanta and no one has an answer, they say it just depends on the Customs Agent. Is there something in print on an official website that I can refer to? Thanks in advance for help and info.
