Canadian with Resident Visa

When I come to Colombia, I am provided with the unique opportunity of paying the 'tit for tat' tax at the airport as I enter on a Canadian passport and Colombia is retaliating for visa fees that Canada charges Colombians. Does anyone know if this fee will apply once I have a resident visa?
