Colombian toilet installation

Ok, this is a weird question I know but since we are an odd group I'll ask here of course.
I'm usually pretty good at most construction scenarios but this one oddball item I can't seem to find an answer. I ask rehabilitating a bathroom in my house in Monteria. All is fine except for the fact it seems that I cannot purchase or even get a confirmation that they use a toilet was seal for a toilet. I went to ferreterias, Home Center, Constructor.etc. Back in the USA, that is a regular installation. Last guy told me they use silicone on the toilet rim...period. That isn't right to my experience. I'm hoping you handy dudes can confirm our disagree.
