Car accidents

While I am not yet driving in Medellin, I am curious about car accidents. One person told me that when an accident occurs, the vehicles cannot be moved until the police arrive. I was just standing on my balcony in Laureles and watched a moto broadside a Land Cruiser.. it was on Nutibara in rush hour and after the accident, they moved onto a side street.

They recently changed the law in Panama to allow for vehicles to be moved out of the way of traffic in case of minor accidents just wondering if the same is applicable in Colombia or was there something else going on...
