Sale tax refund for extraneros

Can anyone speak as to the details of this program. I noticed in the mall a notice to shop tax free. The wife inquired and was told I have to register and can get a refund for taxes on certain items such as restaurants, hotels, some stores in the mall. Anyone has done this? I wonder if my marriage visa nullifies this program.
