Sharing vehicle

I was told by more than one person that due to the high cost of purchasing a new or newer vehicle, people actually share vehicle.

1) Meaning someone purchases a vehicle and insurance for it, but using their money and money from others then they share the vehicle. or
2) Use other vehicles and pay as you go. or
3) Rent other peoples vehicles

Is there any truth to this concept?

If it is not, will there people be interested in this concept?
