ban on selling UK shares by US residents

I am a UK citizen resident in the USA. I just tried to sell some shares I owned in the UK beoire I moved here. I was told by the UK bank that I use that the US government has made it illegal for US residents to sell shares in the UK. I have done this in the past (and declared the sale in my US taxes). The ban was apparently imposed about 5 months ago.

Does anyone know more about this? How can I sell my shares now?
