Car Questions

Having bought the car, now I have a few questions.
Firstly, the plate is August 2011. Does that mean that it needs to be changed BEFORE August 2012 or before the END of August 2012.
I also understand that I need to get the car inspected. My second question is WHERE do I take the plate afterwards to get the new plate? I believe it's somewhere in Via Espania.
My spanish gets me through day to day but sometimes, when it comes to officialdom, I don't know who to ask or even ask the correct questions.
Any help would be much appreciated.
