Pensionato visas

My hunsband and I are moving to Panama. We went to Panama in Dec.2011 and received our temporary pensionato visas. It is now Aug. and still our permanent visas are not ready. Does anyone know how long it should take and does anyone know someone that applied on or after this time and has received their visas?...Thanks
