Immigration - Decree 323

My wife and I plan to apply for residency in Panama. We don't have any specific plans to start a business there yet, but once we spend a bit of time there and gather local knowledge, we may want to do so. In the meantime, does anyone know if we could apply for a residency/work visa under the new Decree 323 program (we originate from one of the 22 countries in the list), with no specific business project in sight, provided we can demonstrate that we have enough resources to live in Panama and eventually invest?
