Crime rates

In Panama, we learn to accept living behind fences, gates, security doors,and bars on the windows. We find guards in virtually every public location when we do our errands. The crime rate here is lower than the USA or Canada. Has anyone else ever wondered what would happen if those same security standards were applied back in North America?And what would Panama be like if they weren't ?
