SECURITY & CORRUPTION

I would like, again, to warn people to move to this country if there is no imperative reason. Since we have a new President, an ex-bishop of the Roman Catholic Church, security has been going down and down. Corruption stays at the same level as before.
A most recent example (Dec 6th 2009):
A german couple is assaulted. Husband severely wounded by handgun.
The police is called immediately: did not show up.
The criminal police (fiscaleria) is called: did not show up.
The ambulance is called: did also not show up.
Finally, the poor, bleeding man is driven to Asuncion, by car (hours of driving). Arriving at the state hospital (IPS) they ask first the driver to pre-pay 5000.000 Guaries (c.1000 USD) before even looking at the victim. The driver had first to find an ATM to draw money. The hospital accepted the money. Patient let in...and dies!!
Money gone.
This not an extreme exemple. This is the second one I know from victims I knew!!
So, amateurs for Paraguay, think twice, best thrice before you move. This is NOT the paradise. Those who pretend this are only keen to attract you here in order to "help" you to settle...and to rob your money. If you still insist to come over: buy/rent near neighbours. Keep large dogs and buy at least a wapon...and learn to use it properly and rapidly.
