Need immigration help

In 2017, My wife(US citizen) and I(UK & US citizen) moved to Portugal. I registered with the local authorities and got a tax number. My wife had to go through the SEF process to get her residency. she was granted residency and received a temporary paper. Suddenly, after 5 months we had to leave the country because of a death in the family and my wife never did receive her permanent card. I have contacted Portuguese embassies in the USA to no avail and a SEF office in Portugal does not reply either. With Covid, Brexit, and travel restictions, I am in need of some advice as we want to return to Portugal to resume our residencies.
