SNS card

Hi everyone,
While planning my scouting trip (this April) I found out that a monthly drug I take for a pre-existing condition is only available through the public hospitals. For that of course I would need an SNS card. Someone just made me aware that some cities are faster at processing or approving you for these than others. It could take a few days or a few months. Unfortunately, I don't have the option of waiting more than 2-3 weeks. I was wondering if anyone has experiencing getting their card quickly and what city they live in or applied for it in?
