Rental apartment and Finanças

Does any one know if a rental agreement, 12 months, needs to go through or registered by Finanças. I need this asap because a landlord on Flatio raised this concern. I can rent the apartment for a year but apparently since it is Flatio it does not go through Finanças. Thanks, Desperate as my realtor is doing nothing
