Driving with foreign license (M Visa)

I've been in Colombia for some time on an M Visa driving using my US driver's which expires in 2025. Recently encountered a police checkpoint and showed my cédula and us drivers license. The officer said I cannot drive unless I have a Colombian driver's license because I have a cédula.

I was told when I received my visa that Colombia driver's license is only required for residents or extranjeros with resident visas. I'm an immigrant not resident and my current us drivers license can be used while I'm in Colombia. My wife checked online and read that I'll need a Colombian driver's license when I obtain residency, but studying, working or conducting business in Colombia (if not resident) doesn't require it and that I needs permission from the MINISTERIO DE RELACIONES EXTERIORES DE COLOMBIA to continue driving with my current license.

We have to go to Bogotá next month to obtain my new visa (3 years via Union martial type M) previously 1 year M Visa. So I want to find out anyone has obtained this permission from bogota and/or still driving with foreign drivers license?
