MOving from the U.S. - when is it allowed to ship the move

Hi! I am moving from NY to Luxembourg, and was informed that the shipment of our household goods will only be allowed when we have the "visa" - Is the "temporary authorization to stay" enough? I am concerned, because since the move takes about 6 weeks to arrive Luxembourg, I will stay almost 2 months without my furniture and stuff...
One more question: does anyone knows if appliances (such as vacuum cleaner, steamer, hair drier, etc) from the U.S. work in Luxembourg?
