VSF GlOBAL vs SEF

Hi,

I need clarification. I am applying as US citizen for Portugal D7 visa and I booked an Airbnb in Lisbon, which the VSF Global documentation says is acceptable.

However, the Airbnb host contacted me to say she had a US couple applying for D7 Visa and that SEF wouldn't accept their Airbnb and they had to cancel.

I do not understand the situation -- if the local consulate outsources their visa processing to VSFGlobal -- do they and SEF have differing requirement -- or is Portugal moving goal posts in the process to deliberately scare off applicants?
