limit with pullin cash from the atm problem

hello all
i want to pay 4000$ to buy a car, the owner prefer cash in $ or in pesos.
the problem i am limited to pull 5,000 pesos for action in the atm here, which mean il have to preform countless withdrawls, and pay around 170 pesos fee for each one. from my israel bank acount oversea,.

what will be the best option to pass this problem?

i know bank transfer or pay pal can be better but most people here dont want to use it.

i will have to open an urugauyian bank account? if yes which bank and account type is the best here?
