Single Parent moving abroad

Hello everyone! I am a single parent to 4 year old twins, one with autism. I am considering attending Graduate school in either Amsterdam, Copenhagen or New Zealand. My children will have Tricare Prime Retiree and will be covered for health insurance, I will have to buy a student one since I take daily medication.
My questions are:
1). What has the best health care system? If we are in Amsterdam, can my twins receive healthcare from the U.S. Base there?
2) What are some safe and affordable areas in Amsterdam, New Zealand and Denmark? I have lived in Germany and Japan and I want to actually live somewhere where my children can be engrossed in the culture , but still have easy access.
3). I will be applying for a Resident Visa for either place since it's a 2 year program. What documents do I need for my children? Their "father" has abandoned them and only pays child support. I have been the sole provider from day 1. I have no clue where he lives now that he was medically retired from the service.
