How to claim Affordable Care Act (Obomacare) exclusion

I have read that those who are out of the USA for more than 330 days per year do not have to pay the individual mandate fee/tax for not having bought a US qualified health insurance plan.
My question is: What forms do we file to claim this?
I downloaded the TaxAct free federal filing edition today, and went through the section on health insurance, it is insisting I have to play the penalty. It lists about 8 categories of exemptions, but not being in the country is not one of them.
I did some more reading and it said that the physical presence test was part of the foreign earned income credit, and is available to anybody who qualified for that. But to get that credit you have to have foreign earned income, which I don't.
My situation is that I am retired (young and not yet eligible for Medicare), all my income is from US sources, I don't have a foreign bank account. In prior years I just filed exactly as I would have if I was living in the US.
But I don't know what form to fill out to claim the "Physically out of the country for more than 330 days per year" exemption from the Obomacare individual mandate fee.
