In Belarus, foreigners can legally drive using their valid foreign driver's license accompanied by a notarized translation into Belarusian or Russian. However, if their stay exceeds 90 days or they obtain residency, they must acquire a local driver's license. The requirements are uniform across the country, with no regional variations.

Process for Obtaining a Belarusian Driver's License

Here is a detailed process for foreigners to obtain a Belarusian driver's license:

  • Residency Permit: Obtain a residence permit (vid na zhitelstvo) from the local migration office.
  • Medical Examination: Undergo a medical examination at a certified medical institution. The examination includes checks by a general practitioner, ophthalmologist, and psychiatrist.
  • Translation of Documents: Get a notarized translation of your foreign driver's license and medical certificate into Belarusian or Russian.
  • Driving School: Complete a driving course at a certified driving school. This may involve both theoretical and practical training.
  • Examination: Pass the theoretical and practical driving exams conducted by the State Road Traffic Inspectorate (GAI).
    • Theoretical Exam: A computer-based test covering traffic rules and regulations.
    • Practical Exam: A driving test to assess your driving skills and adherence to traffic rules.
  • Document Submission: Submit the required documents to the GAI, including:
    • Application form
    • Passport with valid residency permit
    • Notarized translation of foreign driver's license
    • Medical certificate
    • Certificate of completion from the driving school
    • Receipt of payment for the license fee
  • License Issuance: Upon successful completion of the exams and document submission, you will be issued a Belarusian driver's license.
