Residence card before no-deal Brexit

Hi! I am planning to move to Bulgaria on 1st of October, which is right before the Brexit. What if there is no-deal, do you think I will still have time to do all formalities and secure the residence card?

My experience is that if you show up at the Migratsia office with all the documents they want, you will have your card within 7 days.
