Customs, Fees, TIN, oh my!

Greetings expats,
I am starting my expat journey and have just landed in Bishkek. Having packed too much into my large suitcase, and incurring over-weight fees for every flight, I decided to buy a small suitcase, fill it with what I didn't need immediately, and have it shipped to my lodging in Bishkek. This included some jackets (not needed in Thailand), a homemade quilt, a lock box, and a Zoleo sattellite locator, as well as the suitcase itself,
Well, in the process, I assigned a replacement value for insurance purposes in shipping. Upon arrival, Kyrgyz customs used that insurance value as actual value and are charging me 15% for value over 200 Euros. The kicker is, I can't make a payment to get my belongings without first acquiring a TIN. Go figure.

Does anyone on here have experience getting a Taxpayer Identification Number as an individual? I found an online application from a KZ government website, but it seems to be geared towards foriegn businesses. Any advice?
