Also Considering a Move Outside the US

65 y.o. African-American male, retired government worker, occasional Substitute Teacher, certification to teach ESL, stroke survivor, moderately active. Some basic knowledge of Spanish, a little knowledge of French and German. Learning a new language never bothered me because it's often a matter of existence. So, the problem is where to go - where in the world to go! The economy and cost of living is getting rougher here in northern NJ and I really would like to relocate so ultimately my money will go further.
Some of my friends have returned to Panama and a couple have relocated to Costa Rica. I had my stroke in Italy and was very impressed with the health care system as there was no out-of-pocket expense for me. However, I like London (too expensive), like, but not overly in love with Paris.
I'v considered South Africa, although I've got to get there first to feel the social temperature of the place. Some friends from Uganda told me that not too much has changed racially, although I have heard of some African-Americans doing well there. Then I thought of Brazil or Panama. Many countries have crime so having lived in NYC for over 30 years I like to think I can excercise caution in that regard.
So, does anyone have any suggestions? All advice will be taken under consideration and appreciated.
