Moving overseas? Except in cases of grave emergency, don't expect the US Embassy to provide any relocation assistance or 'social services' for US Citizens, you are on your own and under the laws and regulations of your host country. If you purchase or import a used vehicle DO fully insure that nvehicle locally, one accident, your fault or not, with severe damages to another vehicle or bodily harm and you are pretty much struck out, no insurance or under insured you go to jail till matter is settled, especially if group of natives testify against you to cops, blood thicker than water, I drove for 15 years in Latin America, I sold the car and quit driving several years ago, if you reside way out in the countryside, a pick up is perfect, for trips to large cities recommend buses and taxis or native driver-owner to get around, Latins love to talk on cellphones ALL the time, especially when driving!!!! Running red lights is sport, if you are in the way, well su culpa..never drive alone in large cities in L.A. unless familar with your route, take a native speaker with you.
