Moving with pre-existing condition

Hi, I'm looking for some help. My husband and I currently live in Texas and are looking for somewhere to move to with a gentler pace of life where we can spend more time together and that our children and grandchild can also immigrate to. This is not possible in the US unfortunately. My husband has been diagnosed with an incurable blood cancer and we are finding that many countries will not accept us as immigrants because of a potential cost to their healthcare systems even though my occupation is on wanted lists. Any ideas?? Even Panama, where we were seriously looking, wants a health certificate which will obviously not work for us. We are happy to work and bring teachers, therapist an driver to the mix...help please.
