Which Country to Choose???

Hello! I am starting the very beginning process of deciding which country I am moving myself and my 2 children, ages 14 & 9, to and I'm not sure where would be best for us...

I have been scouring the internet til my eyes bleed and still can't seem to nail something down. If I give some key points of what we are looking for, and my abilities, could some of you help with some narrowed-down suggestions that I could start researching?

First, I do not yet have my college degree, but will soon before we leave. I love the spanish-style culture and lifestyle (what i know about it) but I'm not sure where to start researching...places like Brazil, Spain, etc. Where can I find a safe, low-cost culture, small town, either in those places or somewhere similar to the cultural experience that we might find in those places? I will also need to consider that my kids will be in school there, then on to college, and the fact that I am not independently wealthy. I will probably have about $1200 in child support in addition to what wages I can earn. I have experience is the USA legal field and also in business management. My degree will be in International Business and Finance.

We don't need to live lavishly, but we want to live well enough that we can afford cultural activities and really blend with the locals. I don't want my kids on the street scouring for food!

Just like so many of you, I was born with this way of life running through my veins. This isn't a pipe-dream, it is a goal i have put on hold since my first child was born and it is finally time to start planning. I plan to leave the homeland in about 2 years, sooner if things just fall into place.

Any specific guidance would be greatly appreciated!
