buying a motorcycle in Vietnam

I want to purchase a motorcycle in or around Ho Chi Minh City. I want a larger bike (300cc or larger because I am used to a bike with power and a size big enough to be comfortable for my 185 lb frame. What size can I legally buy and use and how do I go about getting licensed both for the bike and driving? Insured?
