Need to get my family to the future

Hello. I am 36 and married with 3 young children. My wife and I have only recently been working to attain Associate Degrees in college. Between this and [for me] a life-long pursuit of independent study, we have become not only disatisfied with our nation, but we feel as though we face a very bleak future here which will never improve.
I have only begun to research the options, leaning toward societies with parliamentary democracies or something akin. The Netherlands seems to have what we are looking for in a representative government and neighbors; a return to our European heritage. We are staying at least until I have achieved my Associate Degree in Applied Science.
How does secondary eduction work? How receptive is foreign affairs to accepting an American family with little to no assetts (I mean, we plan to save up something, but it's doubtful it would ever be more than a few $1000)? We are both intelligent, insightful and ariticulate people with no criminal records, fair credit ratings, and good work ethics. We are atheists, quiet, and orderly.
Any other advice is appreciated, nothing too scathing please.
