Losing Gov't funding if move abroad?

I was told that a Canadian moving abroad on a permanent visa will lose their Gov't funding. Either it's Canada Pension Plan, Old Age Pension, or the work pension. I can't remember which. Is this true?
Asking any Canadian who now lives abroad who worked for the Gov't.
