Legal Residency for Americans

Howdy!

Question for American expats residing abroad who are enrolled in Social Security and/or Medicare:

Let's say you have legal residency abroad, but you receive Social Security benefits and want to continue to be covered in the USA by Medicare ... which only provides coverage in America.

What address do you list as your legal residence: your home abroad where you now live or somewhere (i.e., a relative's home) in the USA?

Social Security, of course, can be received anywhere ... but Medicare is only applicable in the USA.

If one wants to maintain his/her Medicare coverage in the USA -- including the "optional" parts we pay out of pocket -- must we not have an address in the USA since coverage is sold by plans state by state?

I know that Americans residing abroad must file tax reports to both their current country of residence and the USA. So, how does one reconcile the fact that we're living abroad yet -- at the same time -- continue to qualify for Medicare (in the states)?
