My question is simple. Is it true that an expat has to pay 19-38% income tax in Colombia? Will social security be taxed?

There is no tax treaty between Columbia and the US, so yes, I would imagine you Social Security would be taxed. The key here is ---- 183 Days. If you spend 183 days or more in Columbia, you are a Tax Resident. They will tax you on worldwide income and you will pay according to a progressive tax table.
