Language schools either in Hungary or Portugal and other curious questions

I am interested in language schools for adults in either country- basic communication with everyday life; at the grocery stores, bank, markets, restaurants, social etc.

Best places for senior women over 60 to live reasonably and safe. I prefer to be 15-30 outside Budapest Hungary or Oporto Portugal.

How to plan for a pet travel and any other information for Service Pet travel. Are pets allowed travel on trains, buses, metro, Uber, taxi etc.?

International banking?

Any benefits for seniors over 60 or discounts that recognized seniors in Europe? Train tickets, buses, metro, restaurants? Any discounts on shopping days for seniors such as the first of the month discounts for seniors or certain days of the week such as Mondays, Wednesdays or Discounts on Fridays?

How negotiable are rents? Are there any discounts on energy and basic utilities for seniors living on a fixed income?

I may have more questions as my departure date comes near- most likely late spring / summer 2024
