Looking to retire where I can scuba dive on a regular basis

I am a lifelong scuba diver with a decent monthly retirement income.
Is there a Caribbean island I can retire on that does not have too many tourists and some expats?
Can I find a location on or near a beach , just 1 bedroom, on $1,700 a month all in total budget?
Are there islands where locals are willing to let you rent a room long term and near dive locations?
