Finding the sweet spot

We're looking to find somewhere in France or Spain that is neither too hot in summer nor too cold/wet or windy in the winter! We realise that this probably doesn't exist and know that we'll have to cope with one or other to some extent. Any thoughts on some locations - especially on or near the coast?

We are also interested in finding out more about how I can stay for longer than the 90 days allocated for the Schengen zone. I am from the UK - but my partner is from Ireland - so he has an EU passport. We are a same-sex couple with an Australian relationship registration certificate (Civil Union).
