What's the best country for me?

Based on the following requirements for a move, what country and/or specific location would you recommend:
1 - access to affordable but reliable and safe healthcare
2 - lower cost of living to incl. housing, groceries, and utilities
3 - access to cultural experiences including cuisine, museums, theatre, etc.
4 - smaller town versus larger city
5 - proximity to beaches
6 - moderate climate -- 60s to 70s with occasional 80s
7 - easy to travel within; airport or train access within 1-2 hours
8 - easy to obtain citizenship or permanent residency
9 - if possible, camping options or at the very least, state and national park proximity
