Electricity bill problems

Hi! Wondering if anybody has any advice for me. I am renting an apartment and the electricity bill goes to my landlord for the whole building and he divides it. The problem is he always just asks for an amount and demands immediate payment. I also receive no receipt. Last time he demanded 900kr and now - just a few weeks later - he is asking for another 500kr. I am pretty sure that I am supposed to be invoiced and then have a certain amount of time to pay. Can anybody confirm the time to pay invoices? And what to do if I am not getting invoices/receipts? I am having many issues with this landlord (he cut off my power for being a few days late with my rent, he complains constantly about things which have nothing to do with me such as the bins filling up too fast etc) but this latest one needs addressing!
