I am an American trying to fill out as much info as possible on the application portal. I keep hitting road blocks. It asks for a Residence Permit number. Is this my social security number? Or do I need to set a time and apply in person at embassy and will be given this info?

I Believe it means you need your D Number.
In Norway everything, really everything, is done by identifying anyone via his personal number, without that you sort of do not exist.
This is for stays longer than 6 months, for temporary stay up to 6 months you apply to the Police to get a D Nummer.
This does not apply for tourists, obviously, but if you have to go through an official public or private portal you normally must be identified with your F Number or D Number.
