HELP! My American Expat Teen Wants U.S. Driver's License - Any Advice?

Hello!
My stepdaughter lives 90% of the year in Singapore with her mother + stepfather. My husband and I live in Washington state, and she stays with us for 1.5 weeks during Christmas and for 3-5 weeks over Summer. She recently turned 15 and would like to start the process to obtain her Learner's permit in the United States. Since she doesn't live with us in the U.S., can she technically obtain a license in Washington (since she's truly not a resident of the state)? How have other expat parents dealt with their teens obtaining a driver's license in the U.S.? Is it best to just wait until the child starts college in the U.S.? Any advice would be much appreciated.
