Safest, cheapest, best tropical paradise to move to?

I have been doing a lot of reading and I had really decided Cebu Philippines was the place to go. Some parts look like Bora Bora, beautiful waterfalls, close to Australia, Japan, New Zealand, Greece (compared to Caribbean) etc but what I keep reading on Expat Exchange is it just isnt SAFE. I dont expect any 3rd world country to be like Switzerland, but there has to be a "BEST" place when looking at all my stipulations. Oh, also liked Philippines because they speak English, are westernized and I dont speak any foreign languages. Also, the food looks good and the people are attractive. (Not that I think I'm looking for anyone but you never know.) Advise?
