Irish Dual citizen with US citizen spouse

I'm an Irish citizen with US citizenship. My wife is a US citizen. We have one child born in the US. We wanted to move to Ireland. Am I exempt from the E50k per year requirement?
More importantly, is my wife? Can we petition for her to become an Irish resident/citizen while she lives in Ireland?
