Expat Advice: Relationships in Chicago, Illinois

What is it like in your country of residence for someone with your relationship status (married/divorced/dating)? If you're single, how do you meet other people? Do English-speaking people tend to gravitate to certain parts of your city?
It's difficult because I met my husband here and now that I am considering moving back to France, I don't know if he's ready to make the commitment. I says he would like to live in France, but is afraid because he does not speak French yet, and I am starting to be quite homesick. If our marriage is to survive, we will need to find a compromise.
If you do not have children, do you generally spend your social time with other expat couples? If not, what else do you like to do as a couple?
We do not spend time together with the expats (with the exception of a few close friends) because my husband does not speak French. So as a couple we mainly socialize in English.
What would be the best advice you could give someone with your relationship status that lives in your country of residence? Any other thoughts?
Before committing to this person, be ABSOLUTELY sure that either you can live abroad for good, or that your spouse is ready to commit to leaving abroad the same way as you are so that if you decide to move you won't end your relationship because of that.
