Buying a hotel or rental units

We are moving to the DR and would like to acquire rental or hotel investment property. We would like to have a small number of units and wonder if we have to register as a "hotel" or can we just use the Airbnb/VRBO type of sites? We have been happy with the latter in our US rental property. We are also concerned about the cost of the licenses with a boutique hotel (5-10 units)?
