At a loss for insurance and medicines

I own a piece of property where I stay when I visit. A close old friend has lost his job late in life and started to collect Social Security. I would let him live on my property but couldn't answer some questions. He will apply for pensionado status but that will take years. Can he purchase insurance? He's a heart patient and has "serious" medicines. Can he purchase them in CR and what's the cheapest approach? Any facts concerning these questions would be most appreciated.
