where to live in Costa Rica

I just got some info on the rising crime in CR, particularly towards tourists.
I will be moving to CR in less than a year.
I don't want to live in a gated expat community, but I would think the securiy would be good. But then, I also read that people that live in these areas become targets of crime because of where they live (gated communities have lots of money).
What is a realistic way to look at this?
